Did she really need to level the ground to get a living permit? It's called pottering around and if the enjoying the process is part of the goal, it doesn't really matter how inefficient you are does it. She's getting just as much done as if she was sitting inside watching TV, in fact more since she was getting exercise and exposure to the sun (more valuable in seasons other than summer admittedly).
