Why do hotels install towel racks above the toilet? How many unfortunate accidents occur as a result?

It’s to make men feel like they’re still home – instead of their wives yelling at them to put the lid down, they have the risk of towels falling as a reminder.
Or, maybe it’s just so you don’t bang your head on the towel rack, and then sue the hotel.
